Til tross for internasjonal bistand per innbygger som er blant den høyeste i verden, har det skjedd en reduksjon i reellt BNP per capita på over 50% de siste 30 årene, og med reduserte sosiale ytelser i lange perioder særlig på landsbygda. Forklaringen på dette er sammensatt og bare i liten grad knyttet til giversamfunnets rolle. &lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"&gt;&lt;?xml:namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" /?&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt"&gt;Det er allikevel helt klart at den måten bistand har blitt kanalisert på og de rollene giverne har inntatt, ikke har bidratt effektivt til fremveksten av et selvstendig nasjonalt demokrati som primært utnytter egne ressurser og står ansvarlig overfor egen befolkning. Med dette som utgangspunkt og de store mulighetene som eksisterer i Zambia til å mobilisere betydelig egenfinansiering, har ambassaden innledet et prosjekt vedrørende ”post tradisjonell bistand”. Her stiller vi spørsmålet om landet har en fremtid uten tradisjonell bistand og under hvilke forutsetninger en utfasing eller radikal omlegging av norsk og internasjonale bistand vil kunne være aktuelt. &lt;/p&gt;
