The main objective of Norway's co-operation with Zambia is to assist in reducing poverty. Norwegian assistance must be guided by Zambia's own strategies and activities that are not based on these strategies are to be phased out of our co-operation programmes.
On the basis of these principles, our two governments have signed a Memorandum of Understanding on the overall priorities and framework for co-operation. The MoU is presently being revised. We have, however, agreed that the co-operation programme should contribute towards:
· Improving basic and higher education
· Enhancing environmental management, with the main focus on wildlife management.
· Strengthening good governance, including public financial management.
· Strengthening the Zambian government’s overall resource allocation efficiency and effectiveness through the transfer of funds directly to the national budget.
Our financial support to agriculture is channelled through the Embassies of Netherlands and Sweden, as an example of donors harmonising their assistance to Zambia.
Special attention is given to combating HIV/ AIDS within all parts of our development co-operation.
